forks from '97+ will all bolt on, but the brake caliper mounts changed in '04. The '00-'07 cr250 shocks should all interchange, but the crfs got a different shock and the gen-1 bikes had the older 46mm shock instead of the 50mm like everything '00+

from what i can read the 96-01 uses a 46mm fork. the cr125 uses the same fork from 97-07 but the cr250 uses a 47mm as does the crf family. so could i get a cr250 or crf fork and take the stock tripple clamps and have them opened up 1mm?

The 1mm difference is in the bottom of the fork legs.
The part that matters is the top of the fork legs, they may be greater than 1mm in size difference.
If you are going to use different fork legs, get the tripple clamps to match.
You could measure the fork legs to see how close they are and work out which way you want to go.
If the tops are 1mm difference, that is only 0.5mm each side of the clamp .
I can't see that as a big problem, providing there is still plenty of metal left.
If you don't have the 01 CR500 clamps, just get the ones to match the fork legs.

I've heard of people using the newer forks on a '96+ steelie tripple, they say its a tight fit, but they can be made to fit.
