buying a frame on eBay from USA shipping to Norway

do I need the title for that? or just buy? cr 500 frame

The frame in most US states is titled and on motorcycles is titled with a motor number on the pink as well. It's up to you if you need a title or not.

no I don't need anything besides the frame, just afraid the customs assholes want to play difficult

Correct, customs has become assholes.
You now need a frame to be titled in state of origin and it must be exported with an AES document by a broker in the USA.
It will need a 72 hour clearance time frame after the completed AES with title, signed by both parties bill of sale, and recipt document from the transaction. Once that time has elapsed then the department of homeland security will physically confirm the title matches the frame tag, then they'll emboss the original title and it is clear for export.

Too much stuff was leaving the usa without them making $ on it :roll:

and none of this can be started unless the AES is submitted only by fax, email is not accepted.
But then the originals are physically needed at the elapse of the 72 hours

I think I would send an email to your customs office and get a written response from them, something you can go to the port of entry and show.
Gen 2 AF, yes it's a SH, so I can call it an AF Damm it!
