Hmmmm...sounds like his decals suck if they're bubbling between layers. If it were me I wouldnt waste my time sealing the tank. I would shop elsewhere for decals. I agree with you on that. Most of what I'm looking at is coming off newer bikes (mid to late 90's) that people swapped out the carbs on but I have no idea what a 98 KX250 or a 2001 KTM 300XC came with.

I'm looking for a 38 - 39.5mm PWK for my CR500 and can't seem to find a resource anywhere that translates the main body numbers into the carb size. Here is an example of what I mean :
